Our Board Members

Cliff Schneider, President

As a transactional lawyer serving a wide range of clients, Cliff takes a cross-disciplinary approach to his practice by focusing on a variety of areas of law including general corporate law, corporate governance, governmental and regulatory affairs, real estate and the constantly-evolving internet, e-commerce and social media legal landscape. Cliff advises entrepreneurs from entity formation through exit, represents small and mid-sized businesses as their outside general counsel, provides counsel to real estate investors and businesses on their acquisition and disposition of real estate and represents charter schools, educational service providers and education/community-focused not-for-profit organizations throughout their lifecycle.

Morgan Jenkins, Vice President

Morgan Jenkins is the CEO of PLS, a consulting firm that empowers leaders and organizations to drive transformation, operational excellence, and inclusive culture change. She is a seasoned educator and executive with over a decade of experience leading school and nonprofit organizations. Morgan previously served as Interim Co-CEO and Chief Operating Officer of a national nonprofit, where she oversaw organizational stabilization, financial strategy, and cross-functional planning. Earlier in her career, she led school-based teams as an instructional leader and founding school administrator, working to expand access, improve student outcomes, and strengthen school culture. Morgan holds an Ed.D. in Executive Leadership from St. John Fisher College, an M.Ed. from Howard University, and a B.A. in Political Science from Syracuse University.

Walter G. Rendon, M.A.

Walter G. Rendon is an experienced nonprofit and education leader with more than two decades of combined experience in business, workforce development, and public education. He currently serves as Executive Director of Wall Street Bound, where he leads efforts to prepare underrepresented students for careers in the financial services industry through technical training, mentorship, and professional access. He began his career in finance, spending nearly a decade with firms including Credit Suisse First Boston, working in equity research operations and talent development.

He later founded Educational Achievement, LLC, advising schools and nonprofit organizations on strategy, program design, and organizational growth, and has also worked as an educator and consultant with the New York City Department of Education. Walter brings a cross-sector perspective that combines financial expertise and educational leadership, and he is proud to support Neighborhood Charter Schools as a member of the Board of Trustees and Chair of the Finance Committee.

Heidi C. Baker, Board Secretary

Heidi is an attorney specializing in insurance defense in the areas of toxic torts and labor law. She served as the president of the NCS: Bronx Parent Association Board and parent representative on the Board of Trustees from 2020 until 2025. Her son, a student in the ASD program, is her pride and joy. She is thrilled that he continues to benefit and grow from the strong academic instruction and social and emotional supports he receives at NCSB.

Wylie Fennell

Wylie Fennell is a Sales and Business Development Specialist with Morgan Stanley & Co. Over his career, he has held several roles in Private Wealth Management and in alternative investments distribution and administration. Prior to joining Morgan Stanley, Wylie was a Summer Associate at BNY Capital Markets( a subsidiary of Bank of New York) in the Private Equity/Merchant Banking Group and spent seven years as a Human Resources Professional with the Federal Reserve Bank of New York. He has also worked on the staff of Senator Joseph R. Biden, Jr.(D-Del.) in the United States Senate and served on the Board of Manhattan Community Board 9. Wylie holds a Bachelor’s degree in Business Administration from Howard University and an MBA in Finance , with honors, from the Fordham Graduate School of Business. He holds the designation Chartered Alternative Investment Analyst(CAIA). Wylie resides in the Harlem with his wife, Carole and son Hunter.

Stephanie Hubbell

Stephanie Hubbell, M.S., CCC-SLP, is a licensed speech-language pathologist and Director of Clinical Education at Rutgers University’s M.S. Program in Speech-Language Pathology. Her area of clinical specialty is working with Autistic children and adults from a social-relational perspective. From 2014 through 2021, Stephanie worked at Neighborhood Charter Schools as a speech-language pathologist, special education case manager, and eventually the school’s founding Behavior Specialist, helping to grow the school’s Integrated Autism Program and implement school-wide positive behavioral interventions and supports (PBIS). Stephanie holds her BA from San Diego State University, MS in Speech-Language Pathology from Emerson College in Boston, and is currently pursuing a PhD in Psychiatric Rehabilitation. A returned Peace Corps Volunteer (Jordan, 2009-2011), Stephanie currently lives in Manhattan with her spouse, Sarah, and daughter Ezra Jack.
